This is not an issue that I find troubling or annoying, but perhaps unusual?
Allie on her daily walks, since we've owned her for three years, "marks" tree stumps, other dogs' poops, curious odours on sidewalks and roads, projecting objects, and everything else that she finds pee worthy. For her bedtime pee, she empties her bladder in one "sitting", but when she knows that a long walk is to be had, she rations her urine to last her the duration of the walk. I've had female dogs in the past and remember that they would relieve their bladders initially on the walk and then carry on casually sniffing and trotting happily along.
Could this mean that she is an alpha dog? Just wondering.

My Mary does exactly the same as what you described with Allie both during her walks and her bedtime sitting. Both sexes will urine mark if they come across a strange dog in their environment or smell urine left in their environment by other dogs. This environment could consist of Allie's own home, her yard, the route that you usually take when walking Allie, a park or other areas that you frequent. In some cases, the more dominant female will overmark urine deposits of secondary dogs (lower down on the alpha list. So it's difficult to say if Allie is showing her dominance or not, she could just be marking indiscriminately or actually making herself known wherever she walks. By marking, this is how dogs communicate. Does she show other signs of dominance?

With people she acts shy and submissive, but loves attention from everyone. A really sweet, loving girl. With dogs, she is selective about who she likes and doesn't like, and I can't tell what criteria she is using. She usually ignores dogs on a walk; sometimes she wants to engage in play by bowing, wagging and spinning in circles. She definitely does not like exuberant/high energy dogs or puppies - especially if they want to lick her face (or giant breeds, i.e. Newfie, Mastiff, etc.) If the latter approach her she will bark in their face, a warning type of bark. This behaviour is more evident on our regular route in our neighbourhood. When in an unfamiliar territory, she is generally polite and agreeable with all dogs. So maybe she is expressing dominance in what she perceives to be HER territory. And she does overmark other dogs' urine (and poop)spots.
We've always felt that Allie enjoys being the only dog in our household, and basks in our attention. Maybe she doesn't want any competition. LOL.
